Be careful in weddings, lest you get shot Incidents of firing are common in Bihar during idol immersion, marriage ceremonies or other occasions of happiness. Amidst the atmosphere of laughter and happiness, people are not only getting injured due to the sudden firing, but also losing their lives.

The situation is that in this wedding season, between May 1 and June 8, more than three dozen incidents of joyous firing took place in fifteen districts of the state. Ten people lost their lives in these incidents, while many others were injured. Only in Bhojpur district more than six people have died so far.

The limit was reached when in the same district, in the joy firing done by the groom, his mother got shot and she died during treatment. Recently, a famous Bhojpuri female artist fell victim to the bullets of a man who was firing on the ground in a new style during her program. A part of it splashed and hit her and she fell on the stage. Later he was operated.

Similarly, BA Part-I student Sonam, who had come to attend the wedding of her friend Priyanka in Sikandra in Jamui district, died after being shot in Harsh firing. Here a young man was firing under the influence of alcohol. This is the situation when there is liquor ban in Bihar.

Gun culture has become a problem in many states.

No specific data related to this is available anywhere. According to an estimate, at least 25 people, including women and children, have lost their lives in Harsh firing incidents in the state this year.

Demonstration of weapons or Harsh firing has become a big problem not only in Bihar, but in many states. Haryana, Uttar Pradesh or even Punjab are not behind in this. In these states also, strength and wealth are displayed by showing weapons, on the occasions of happiness, these weapons sometimes prove to be fatal.

To end this gun culture, the Punjab government canceled more than eight hundred licenses across the state. In the month of November last year, the Punjab government had imposed a complete ban on display of weapons in public places and songs that incite violence.

Trying to increase the value in the presence of dancers

On these occasions of joy, there is a lot of participation of dancers in the name of orchestra in Bihar. The video of his dance on Tamanche is also very viral on social media. In their presence, people display and fire weapons as a status symbol.

Sociologist SK Sen says, “The joy of victory in politics or a social celebration like marriage gives an opportunity to demonstrate one’s supremacy. They see it as an opportunity. That's why they do weapon display or firing to increase their prestige. There is no doubt that the presence of dancers leaves no stone unturned to make the atmosphere conducive or exciting. More or less the same mentality works behind looting notes on dancers.

These artists, who are performing their art for living, also become victims of bullets. When they get shot, neither the organizer nor those who bring them help.

A dancer who came from Haryana was lying on the bed for months after being shot. Still unable to walk without support. On May 14 this year, an 18-year-old dancer named Chandni was shot dead at a Tilak ceremony in Rohtas district.

Retired police inspector Ajay Sinha says, “Sometimes anti-social elements also take advantage of these opportunities. Many times people do not even know who did the firing."

Encouraging because of less punishment

There is already a law regarding harsh firing, but it was not being implemented. In most of the cases, the police do not get to know about it until a big incident happens or its video goes viral.

Even after coming to know, people do not help the police in the investigation. Because of this it becomes difficult to punish the guilty. Patna Civil Court's advocate Rajesh K. Singh says, “There should be a provision of strict punishment in such a case. Section-302 is not imposed in case of harsh firing. The punishment is also less, so there is little fear among the people.

According to the new sub-section-9 added to section-25 of the Arms Act, any person who uses arms wrongly or fires harshly under any circumstances, causing danger to someone's life or safety, then the person doing so shall be punished with imprisonment of either description for a term which may extend to two years, or with fine which may extend to one lakh rupees, or with both. There is also a provision for cancellation of license for improper use of arms.

Bihar government became strict, new SOP issued

In order to overcome these rapidly increasing incidents in the state, Bihar Police has issued a new SOP for all the districts. Now information about cultural programs or public social events to be held in urban and rural areas will have to be given to the local police station.

It is important that it should also be given in writing that there will be no joyous firing in the event. Marriage halls have also been instructed to install CCTVs. However, in an instruction issued earlier, the headquarters has made the local police station and the organizer responsible for controlling such incidents.

If the role of the organizer is suspicious, instructions have been given to prosecute them. Action has also been asked against the instigators. The police headquarters says that arms licenses are for security and not for firing at weddings. If any person is seen firing without any reason or flashing a weapon to garner fame, he should be arrested immediately and recommended to cancel his license.
